Quality and Training Management


Quality and Training Management includes the Quality and R&D and Environment Services, plus the Quality Department, the Environment Department, the Training Department and the Information and Documentation Department.

This office develops and maintains the company's Management and Sustainability System, which embraces the Quality, Environmental, R&D&i, Information Security and Occupational Risk Prevention Management Systems. The Management and Sustainability System is certified by AENOR as complying with ISO-9001, ISO-14001, ISO-166002 and ISO-27001 and by AUDELCO as complying with OHSAS-18001.

FCC Construcción was the first Spanish construction company to earn AENOR certification for its quality system, and it is the only Spanish construction firm that holds an AENOR information security certificate. It also has the "Madrid Excelente" seal.

Quality and Training Management provides support and service for FCC Construcción organisations as well as the company's investees and subsidiaries. It partners and strengthens international development through services to define and implement the Management System in a form tailored to each organisation and country, to provide standards and technical documents, to manage the necessary training and to furnish environmental consultancy.

Training

The Training Department runs the company's training plans. To do so, it detects training needs, coordinates training officers and trainees, facilitates logistics for training activities and evaluates satisfaction and achievement levels. It also manages one-off training and outsourced training, prepares and distributes texts, maintain the personnel training databases and handles the paperwork on allowances and aid for continuous training.

In 2009 a total of 338 training courses, 79,316 hours of training, were given to 4,520 participants. There is also a growing number of e-learning courses being made available, with the resulting greater ease of participation and economic savings.

Quality and Environment

The Quality Department is the department in charge of developing and maintaining the company's management and sustainability manual, by coordinating system improvement and furnishing support for system implementation so that new Spanish and international certificates can be earned.

It analyses information on quality, maintaining the databases of information on non-compliance, complaints and surveys taken at project completion; and it coordinates the preparation of the system's revision for continuous improvement.

The Environment Department furnishes consultancy on environmental technology related with projects and sites, according to organisations' needs, in addition to maintaining the Environmental Management System and its supporting applications. The department analyses, interprets and facilitates environmental legislation for on-site use, singling out compliance requirements; and it participates in outside working groups that can have consequences for the company.

Audit

The Audit Service conducts technical audits under the PETRA Special Program for Accident Risk Treatment and the Management System, focusing on projects, local offices, zones and central services. Last year it ran a total of more than 300 audits, counting PETRA, the system, zones, local offices, investee companies and the international division.

Information and Documentation

The Information and Documentation Department manages the databases containing legislation, Spanish and international standards and technical documentation related with construction, and it facilitates access to these databases for employees.

Membership in External Forums

Through Quality and Training Management, FCC Construcción is represented in a multitude of external forums related with sustainability.

Domestic Forums

• The Technical Subcommittee on Standardisation CTN 198 "Sustainability in Construction", SC2 "Civil Engineering Works", of which the company is chair as well as being vice-chair of the committee.

• The Spanish National Commission on Large Dams, SPANCOLD, where, in addition to sitting on the Environment Committee, the company chairs the Committee on Engineering Activities in the Planning Process for Water Resource Projects.

• The Advisory Group for the Certification of Builders

• The Spanish Construction Technology Platform, in the Sustainable Construction strategic line, the "Competitiveness" Working Group (which the company coordinates) and the "Environment" Working Group.

International Forums

• In the ISO/TC 59/SC 17 Committee "Building Construction/Sustainability in Building Construction", FCC Construcción chairs WG5 "Sustainability in Civil Engineering Works", and

• It participates in the ISO/TC 207 International Committee "Environmental Management" and, within that committee, SC4/WG4 "Environmental Performance Evaluation/Environmental Quantitative Information".

• It also sits on the ISO/TC 59/SC 17 International Committee "Building Construction/Sustainability in Building Construction" and, within the committee, it belongs to WG1: General Principles and Terminology; WG2: Sustainability Indicators; WG3: Environmental Declarations of Building Products; and WG4: Framework for Assessment of Environmental Performance of Buildings and Constructed Assets. It also sits on the CEN/TC 350 European Technical Committee "Sustainability of Construction Works", within which it participates in working groups WG 1: "Environmental Performance of Buildings"; WG 2: "Building Life Cycle Description;" WG 3: "Product Level"; and the CEN/TC 350 Task Group: "Framework".
